How do I get started doing business with UI?
First, you must obtain a license from the Department of Public Utility Control (DPUC). You can obtain an application on the DPUC’s web site at www.state.ct.us/dpuc/. UI will negotiate service agreements with licensed Electric Suppliers and Aggregators upon request.
Does UI have a self-service, secure web site?
Yes, UI has developed a self-service web site for licensed Electric Suppliers and Aggregators.
The web site provides Electric Suppliers and Aggregators access to DPUC approved customer information. Public Act 98-28 allows Licensed Electric Suppliers to receive a list of non-confidential customers in UI’s service territory upon request. Last May, UI gave customer the option of coding their accounts confidential or non-confidential. All non-confidential customers name, address, telephone number, if available, and rate class will be released to all Licensed Electric Suppliers through UI’s self-service web site.
Additionally, the web site provides licensed Electric Suppliers and Aggregators access to customer historical usage information in accordance with Public Act 98-28. Licensed Electric Suppliers and Aggregators must receive customer authorization prior to submitting such request.
Through the self-service web site, licensed Electric Suppliers will have the ability to submit rate request as well DPUC approved service request to UI. The web site will allow Electric Suppliers to register and view their EDI information on-line including: Trading Partner Registration Information, EDI Testing Results, etc.
UI’s Supplier Relations Group will contact after each Electric Supplier after their application has been submitted to the DPUC.
UI’s Supplier Management System is the first self-service web site in the country.
How do I initiate Electronic Data Interchange (EDI) testing with UI?
Electric Suppliers must be approved by the DPUC to begin EDI testing with UI. UI’s Supplier Relations Group will coordinate a service agreement with Electric Suppliers prior to EDI testing. UI will schedule testing with each Electric Supplier upon completion of the service agreement. UI can only test with one Electric Supplier at a time. The testing will begin on a first-come, first-serve basis, provided UI has a signed service agreement with the Electric Supplier.
Where can I find the rules and regulations that guide EDI transactions?
The DPUC approved the recommendations of the Electronic Business Transactions (EBT) Working Group in docket 98-06-17 “DPUC Investigation Into Billing and Metering Protocols and Appropriate Cost-Sharing Allocations among Electric Distribution Companies and Electric Suppliers”.
The EBT Working Group recommendations include the following: EDI Transaction Sets, Transaction Types, Testing Plans, Business Rules, etc.
The EBT Working Group continues to meet regularly. Please contact the DPUC for more information regarding the EBT Working Group.
What billing options does UI have for Electric Suppliers and Aggregators?
UI’s bills rendered methodology was approved by the DPUC in docket 98-06-17 “DPUC Investigation Into Billing and Metering Protocols and Appropriate Cost-Sharing Allocations among Electric Distribution Companies and Electric Suppliers”.
UI’s bills rendered methodology is included in the service agreement signed between UI and the Electric Supplier. The bills rendered methodology does not apply to licensed Aggregators.

Will UI hold training sessions for Electric Suppliers and Aggregators?
UI is currently reviewing training opportunities for Electric Suppliers and Aggregators. UI will publish (on its web site) all training opportunities for Electric Suppliers and Aggregators. Additionally, UI will train all licensed Electric Suppliers, after signing a Service Agreement, as part of the initialization process. UI has developed a self-service web site, Supplier Management System (SMS) to manage business transactions between UI , Suppliers, and Aggregators.
SMS was designed to allow Suppliers to initiate service requests as well as view statuses of such requests. Additionally, SMS allows Suppliers and Aggregators to generate reports.
The type of service requests available to Suppliers and Aggregators includes but is not limited to:
- Historical Usage Request
- Custom Usage Request
- Customer Non-Confidential List
- Duplicate Bills
- Meter Test
- Meter Read
- Interval Data Request
- Initial Rate Change Request
- The type of information that Suppliers and Aggregators can view includes:
- Status of Service Request
- Status of Electronic Data Interchange (EDI) Test Results
- Status of Production EDI
- Contact Information
Additionally, contact information is viewable and modifiable by Suppliers and Aggregators. Suppliers can also view reports through the SMS web site.
