Distributed Generation Summary

Monetary Grants for Customer-Side DG

  • Emergency Generation grants are $200/kW.
  • Base Load Distributed Generation grants are $450/kW.
  • Generation projects located in SWCT that come online prior to April 30, 2008, are eligible to receive an additional $50/kW.
  • C&LM demand response projects must apply through C&LM programs.

Eligibility

  • Emergency generators must participate in an ISO-NE load response program.
  • Base load generators must be expected to operate at an 85% load factor or greater, 12:00 pm to 8:00 pm weekdays, in the months of January and February and June through September. If the project is not expected to meet this requirement, the grant will be prorated accordingly.
  • Grants are available for customer-side projects up to sixty-five megawatts prorated accordingly.
  • There is no minimum size.
  • Generator must have submitted a completed interconnection application to the EDC after July 21, 2005.
  • New or incremental capacity is eligible for grants. Existing capacity is not eligible.
  • Grants are not available for emergency generation for hospitals, nursing homes or other facilities to the extent they are required to have emergency generation under state and federal law.
  • Gas air conditioning and gas chillers are not eligible for grants.
  • Projects that receive funding from the CT Energy Efficiency Fund or from the CT Clean Energy Fund are eligible for monetary grants, but the total grant cannot exceed the above noted amounts.

Miscellaneous

  • Grants will be paid to project owners.
  • Grants will remain at these levels until July 1, 2007.
  • Grants remain at the level approved by the Department for 3 years after the date the Decision awards the capital grant.
  • The grant will be paid to the generator when the Department receives security equal to 50% of the grant amount, an affidavit that the project has completed final acceptance of the applicable EDC interconnection process, including satisfactory commissioning test and is operational.
  • Electric Distribution companies will purchase excess generation from the projects at the non-firm tariff rate.

Siting:

Generation projects greater than 1MW and all fuel cell projects need Connecticut Siting Council approval.
