
Availability:
The United Illuminating Company (Company), as a New England Power Pool (NEPOOL) participant, is administering the Independent System Operator New England Inc.'s (ISO-NE) 2003 Real Time Demand Response Program. The terms, definitions, and program requirements in ISO-NE's Load Response Manual shall be incorporated as part of this Program. The current version of the Load Response Manual is available on the ISO-NE website www.iso-ne.com.
This Program is available to UI Customers capable of reducing a minimum of 100 kilowatts (kW) of demand pursuant to the ISO-NE's Load Response Programs. ISO-NE will consider a demand reduction of 5 megawatts (MW) or higher on a case-by-case basis. The Customer must have an electronic meter capable of providing pulse output sufficient to meet the interval data requirements of the program; a 120-volt power source in close proximity to the meter, and an Internet based communications connection to the World Wide Web. The Customer must enter into a Customer Agreement with the Company to participate in this program. The Company is not required to contract for a level of energy reductions greater than the Company reasonably believes the Customer is capable of interrupting. Participation in the program starts when the installation of all required software and hardware is complete, successfully tested and 5days of data has been collected.
Real Time Demand Response Program (mandatory response): This program is separated into two programs which require the Customer to commit to mandatory load reductions and be capable to interrupt load either within thirty minutes or two hours following notice via an Internet Based Communication System (IBCS) from ISO-NE. This notification will be during non-holiday, weekdays, 7:00 AM to 6:00 PM, as defined in the Customer Agreement.
Basis for Call to Interrupt:
Real Time Demand Response Program: ISO-NE will implement the 30 minute notice Demand Response Program during NEPOOL Operating Procedure 4 (NOP4) action 9 for load reductions not involving back-up or emergency generation or action 12 for load reductions involving back-up or emergency generation. ISO-NE will implement the 2 hour notice Demand Response Program during NEPOOL Operating Procedure 4 (NOP4) actions 3,4,5,7 and or 8 are implemented. ISO-NE can call for interruptions on either a zonal or system wide basis.
Load Response Measurement:
ISO-NE determines the need for load interruption and the amount of Demand Response by the Customer. ISO-NE is responsible for the calculation of the Customer Baseline (CB) used for computing performance during an ISO-NE Load Response event. The CB shall be determined by ISO-NE on the basis of load levels during the non-interruption periods of eligible weekdays. The CB is adjusted to align the CB with the actual metered usage for two hours preceding the interruption for the Load Response Program event. Load reduction performance will then be determined by ISO-NE by comparing the CB (adjusted) and the actual metered usage by hour during the Load Response event.
Customer Cost:
The Customer will pay for any site preparation costs of providing the Internet connection; cost of permitting and compliance with all emission regulations; installation and monthly costs of dedicated phone line and Internet service when LAN is not available, and the costs of providing a power supply to the Internet gateway data recorder. Additional funding is available for technical support & installation on a case by case basis.
The Company will pay for the vendor costs to provide this service which includes, contract sign up costs; gateway data recorder fees; the hardware & software cost for the vendor equipment and connection, and the monthly vendor Internet-based communications system software fee.
Customer Compensation:
Monthly, ISO-NE will calculate and inform the Company on the load response of each Customer the Company has registered in the ISO-NE's Load Response Program. Accordingly, the Company will make participation payment to the Customer as follows:
Real Time Demand Response Program:
Performance Payment: The ISO-NE's Performance Payment to the Company for the hourly MWh reduction by the Customer calculated by ISO-NE. This equals the greater of the Zonal Market Price or $350* per MWh times the MWH reduction for the 2 hour notice Real Time Demand Response Program or the greater of the Zonal Market Price or $500* per MWh times the MWH reduction for the 30 minute notice Real Time Demand Response Program.
Minimum Performance Payment: Once a Real Time Demand Response event is called, the customer is guaranteed a performance payment based on their requested MWh reduction for a minimum of two hours.
Real Time Demand Response Program:
The Company shall credit the amounts of the Performance Payments to the Customer's electric service account on the next issued customer bill following the Company's receipt of the NEPOOL Participants Market Settlement Statement associated with such payments. The Company is not responsible for any loss in compensation due the failure or malfunction of hardware, software, or Internet based communication systems required to participate in the program.
Failure to Interrupt:
Real Time Demand Response Program: A Customer that does not reduce demand during a Load Response event will lose its Performance Payment for the event.
A Real Time Demand Response Customer that is able to partly reduce demand during a Load Response event, but is unable to reduce the full amount of its agreed-upon MWs of load reduction, will be paid a Performance Payment based on performance.
Customer Agreement:
A Customer Agreement is required for registration in the ISO-NE's Load Response Program and to receive payment under the terms of this Rider. The Customer Agreement shall specify all information and responsibilities necessary to administer to Load Response Program. UI reserves the right to limit customer participation based on available funding. The customer will be billed for their electric usage under the Company's applicable rate schedule.
