Station B Update - City of New Haven

1. Main Activities During Reporting Period

  • The following Project related documents were provided by CTDEEP to UI :
    • Scope of Study Boiler #13 Concrete Foundation and Other Sampling approval (November 4, 2021).
  • Developing the following Project related documents for submittal to CTDEEP:
    • English Station Boiler 13/14 (High Pressure) Investigation Summary Report.
    • UI Response to EPA & CTDEEP Parcel B PCB RAP Comments and Requests for Clarification(s).
  • Continue to work with the State of Connecticut along with Property Owner(s) of Parcel A & B (and as necessary, the developer) to obtain signatures/acceptance on the current approved RAPs pursuant to requirements in the CTDEEP and EPA approval letters.
  • Performed a pump and recharge test on water levels within Boiler 13, in preparation of the upcoming interim remedial measure (IRM) work activities.
    • Submitted work activity notification to CTDEEP on November 3, 2021 pursuant to PCO condition B.1.g.
  • Continue to refine overall Project schedule and cost estimate(s).
  • Perform required inspections of:
    • Erosion and sediment controls (re)approved under CT DEEP permit number GSN003422 on a monthly frequency. 
    • Eight Significant Environmental Hazard (SEH) areas on a bi-weekly frequency
    • Work with AVANGRID internal stakeholders to develop format for upcoming public information session on Project.
  • Updates to UI’s English Station Project website.

 

2. Upcoming Activities

 

  • Submit to CTDEEP:

    • English Station Boiler 13/14 (High Pressure) Investigation Summary Report.

    • UI Response to EPA & CTDEEP Parcel B PCB RAP Comments and Requests for Clarification(s).

  • Work with State of Connecticut on obtaining property owner’s signature/acceptance for current approved Parcel A PCB RAP and Non-PCB Soil RAP (Parcel A&B).

  • Commence certain Phase I soil remediation ancillary activities covered in the Phase I RAPs, pending owner acknowledgement letter and other applicable approvals:

    • Development of support plans for remedial efforts, such as Soil Management Plan, Air Monitoring Plan and others outlined in Plans and Specifications.

    • Evaluate off-site sources for suitable soil/clean fill to be used as cover material for site-wide restoration.

    • Sample debris piles on both Parcel A & B.

  • Pursuant to the sequence of approvals from CTDEEP, perform supplemental environmental media sampling inside of English Station (Western Side, Boiler 1-12, & Boiler 13/14).

  • Begin certain preliminary pre-construction/remediation discussions with UI’s English Station Boiler 13 IRM contractor regarding schedule, administrative submittals and preliminary remedial activities.

  • Work with CT DEEP on any follow-up comments for the following documents:

    • Scope of Study for English Station Eastern Interior Boilers 1 through 12 and High Pressure Boilers 13 & 14 (hazardous building materials).

    • Debris Pile Sampling Memo.

    • Phase I Plans and Specifications.

  • Work with CT DEEP on Project schedule and scope.

  • Continue to refine Project estimates for Main Power Plant.

 

3.  Site Security

  • Continue to maintain the security measures put in place by, and acquired from, the current property owners.
