1. Main Activities During Reporting Period

  • Main Activities During Reporting Period.
    1. Discussion with EPA on 40 CFR 761.61(a)(8) regarding continued use obligation conditions for Parcel A and Parcel B PCB Remedial Action Plan(s)
      1. Submitted a response to Parcel A PCB Remedial Action Plan March 27, 2019. No response from EPA to date
      2. Submitted a response to Parcel B PCB RAP on April 23, 2019. No response from EPA to date
    2. Reformatted and finalized Western Side of English Station Investigation Report (environmental media and hazardous building materials) to align with revised Scope of Study
    3. Submitted to CT DEEP Eastern Portion of English Station (PARTIAL) Boilers 1 through 12 Investigation Report (environmental media only)
    4. Submitted UI response to CT DEEP comments on English Station Soil Remediation Alternatives Analysis (Non-PCB)
    5. Continuing to develop Eastern Portion of English Station (PARTIAL) High Pressure Boilers 13-14 Investigation Report (environmental media)
    6. Finalizing Eastern Portion of English Station (PARTIAL) Boiler Area 1-12 and Boiler Area 13/14 Investigation Report (hazardous building materials)
    7. Per CT DEEP request, developed and submitted to CT DEEP a full inventory of building materials sampled during the assessment and investigation of Western Portion, Boilers 1 through 12 and Boilers 13/14 within the Main Power Plant.
    8. Per CT DEEP request, finalizing an Interim Investigation Report relative to environmental media
    9. Per CT DEEP request and discussion with UI, CT DEEP inquired about PCBs being manufactured within the transite board in Boilers 13 & 14.  Therefore, a sampling event of these boards was conducted.
    10. Developed and refined cost estimates for Main Power Plant scope
    11. Developing presentation and discussion documents for upcoming June 5, 2019 meeting between UI Leadership, TRC, CT DEEP and CT Attorney General
    12. Submitted Asbestos Notification and Alternative Work Practices to CT Department of Public Health for the Contractor Building, Assembly Building, Guard Shack and Debris Piles on Parcel B.
    13. Submitted Notification of Renovation and Demolition to EPA for the Contractor Building, Assembly Building, Guard Shack and Debris Piles on Parcel B
    14. Obtained final sign off and approval from City of New Haven on the Demo permit for Station B
    15. Continuing to perform abatement activities on Station B in lieu of demo of Station B
    16. Performed ancillary activities on site in preparation of Phase I Station B Demo and Soil Remediation such as erosion and sediment control installation, dismantling and management of steel structure, survey and field mark-out of remediation areas, and development of project submittals
    17. Commenced preliminary drilling activities related to extent of shoring and Subpart O verification sampling for the delineation of PCB remedial areas on Parcel A
    18. Removed and disposed of 3 CCVTs (manufacturer certified non-PCB <1 ppm) from switch unit on Parcel B which historically interconnected UI’s 115 kv transmission line with the Main Power Plant
    19. Received and drafted response to CT DEEP remarks on UI’s Soil Remediation Alternatives Analysis Non-PCB
    20. Work with external legal on developing a resolution to the interpretation of PCO condition B.1.e.4
    21. Continued to develop groundwater remedial solution for site
    22. TRC performed bi-weekly inspections of the Significant Environmental Hazard (SEH) areas and prepare inspection reports.
    23. Management of State and Federal regulated waste during site activities.
    24. Update of Project Public Website.
    25. Update Project Schedule.

 

2. Upcoming Activities

  1. Obtain approval from CT DPH on AWP for Contractor Building, Assembly Building, Guard Shack and Debris Piles on Parcel B.
  2. Perform abatement on the Contractor Building, Assembly Building, Guard Shack and Debris Piles on Parcel B.
  3. Finalize abatement and perform air clearance sampling on Station B
  4. Commence the demo of Station B
  5. Perform preliminary drilling activities related to extent of shoring and Subpart O verification sampling for the delineation of PCB remedial areas on Parcel B
  6. Work with EPA and CT DEEP on authorization of Remedial Action Plans for the PCB remediation on Parcels A and Parcel B
  7. Work with CT DEEP on any follow-up comments for the Scope of Study for English Station Eastern Interior Boilers 1 through 12 and High Pressure Boilers 13 & 14 on hazardous building materials.
  8. Submit investigation report for Western Portion (environmental media and hazardous building materials)
  9. Submit investigation report representing English Station Eastern Portion Low Pressure Boiler 1-12 Area and Boiler 13/14 Area (hazardous building materials)
  10. Submit investigation report representing English Station Interior Boiler 13/14 (environmental media only)
  11. Finalize presentation and documents to be used for June 5, 2019 meeting between UI Leadership, TRC, CT DEEP and CT Attorney General
  12. Continue to assess groundwater data develop site-wide groundwater remedy.
  13. Evaluate off-site sources for suitable soil borrows for fill needed to implement remedial actions at the site.
