Station B Update - City of New Haven

 

07/31/19

1. Main Activities During Reporting Period

  • Continue to refine Western Side of English Station Investigation Report (environmental media and hazardous building materials).
  • Continue to perform review and outline any data gap analysis of  Eastern Portion of English Station (PARTIAL) High Pressure Boilers 13-14 Investigation Report (environmental media).
  • Continue to perform review and outline any data gaps on Eastern Portion of English Station (PARTIAL) Boiler Area 1-12 and Boiler Area 13/14 Investigation Report (hazardous building materials).
  • Worked with TRC to update Phase I Remedial Action Plans (Parcel A PCB, Parcel B PCB and Other COC) and specification package based on the conditional approval letter from DEEP on the Soil Remediation Alternatives Analysis.
  • Worked with DEEP and EPA on final steps to obtain approval(s) on Parcel A PCB RAP, Parcel B PCB RAP and Other COC RAP.
  • Developing Scope of Study for sub-surface area(s) beneath Main Power Plant.
  • Continue to perform review and outline any data gaps English Station - Interior Environmental Media Investigation Interim Results – First Floor and Interstitial Fill Areas related to environmental only.
  • Continue to refine Groundwater Monitoring Report which summarizes the results of five quarters of the groundwater monitoring well network along with developing a groundwater remedial solution for the site.
  • Per CT DEEP request, sampled surface/stormwater outfall along eastern side of bulkhead.
  • Continue to develop and refine cost estimates for Main Power Plant scope.
  • Completed abatement activities within the auxiliary buildings on Parcel B.
  • Performed erosion and sediment control maintenance along with the required weekly and rain event inspections, survey and field mark-out of remediation areas, and development of project submittals.
  • Continue to develop a summary of results from the shoring plan/Subpart O verification sampling within the PCB remedial areas.
  • Commenced demo of Station B. Currently Station B demo work is on hold until ACV can mobilize an authorized demo contractor.
  • Work with external legal on developing a resolution to the interpretation of PCO condition B.1.e.4.
  • TRC performed bi-weekly inspections of the Significant Environmental Hazard (SEH) areas and prepare inspection reports.
  • Management of State and Federal regulated waste during site activities.
  • Update of Project Public Website.
  • Update Project Schedule.
  • Continue to perform weekly safety audits.

 

2. Upcoming Activities

  • Commence the demo of Station B.
  • Work with EPA and CT DEEP on the authorization of Remedial Action Plans for both the Other COCs and PCB remediation(s) on Parcels A and Parcel B.
  • Work with CT DEEP on any follow-up comments for the Scope of Study for English Station Eastern Interior Boilers 1 through 12 and High Pressure Boilers 13 & 14 on hazardous building materials.
  • Work with CT DEEP on any follow-up comments for the English Station Eastern Interior Boilers 1 through 12 Investigation Report (environmental media).
  • Finalize Scope of Study for Sub-Surface Area(s) beneath Main Power Plant.
  • Work with CT DEEP on any questions/comments regarding Scope of Study – Auxiliary Buildings.
  • Work with CT DEEP on any comments or data gaps on English Station - Interior Environmental Media Investigation Interim Results – First Floor and Interstitial Fill Areas related to environmental only.
  • Submit investigation report for Western Portion (environmental media and hazardous building materials).
  • Submit investigation report representing English Station Interior Boiler 13/14 (environmental media only).
  • Finalize Groundwater Monitoring Report.
  • Evaluate off-site sources for suitable soil borrows for fill needed to implement remedial actions at the site.

  • Continuing to refine Western Side of English Station Investigation Report (environmental media and hazardous building materials).
  • Submitted UI response to CT DEEP comments on English Station Soil Remediation Alternatives Analysis (Non-PCB).
  • Performing review and data gap analysis of  Eastern Portion of English Station (PARTIAL) High Pressure Boilers 13-14 Investigation Report (environmental media).
  • Continue to update and outline any data gaps on Eastern Portion of English Station (PARTIAL) Boiler Area 1-12 and Boiler Area 13/14 Investigation Report (hazardous building materials).
  • Per CT DEEP request, developed and submitted English Station - Interior Environmental Media Investigation Interim Results – First Floor and Interstitial Fill Areas related to environmental only.
  • Meet with CT DEEP, CT AG representation and UI leadership on June 5, 2019 to discuss overall English Station Project current activities and English Station - Interior Environmental Media Investigation Interim Results – First Floor and Interstitial Fill Areas.
  • Performed final review of Groundwater Monitoring Report which summarizes the results of five quarters of the groundwater monitoring well network.
  • Per CT DEEP request UI developed and submitted a technical memo regarding the sampling of transite boards for PCBs in Boiler 13/14 Area.
  • Continue to develop and refined cost estimates for Main Power Plant scope.
  • Developing presentation and discussion documents for upcoming June 5, 2019 meeting between UI Leadership, TRC, CT DEEP and CT Attorney General.
  • Received approval from CT Department of Health on Alternative Work Practices to CT Department of Public Health for the Contractor Building, Assembly Building, Guard Shack and Debris Piles on Parcel B.
  • Received official demo permit from City of New Haven for Station B.
  • Finished abatement activities within interior and exterior areas on Station B in lieu of building demo.
  • Performed ancillary activities on site in preparation of Phase I Station B Demo and Soil Remediation such as erosion and sediment .control weekly and rain event inspections, survey and field mark-out of remediation areas, and development of project submittals
  • Commenced preliminary drilling activities related to the development of a shoring plan for all PCB remedial areas greater than four feet below grade and aligned with certain Subpart O verification sampling needs.
  • Commence abatement activities on Contractor Building, Assembly Building, and Guard Shack on Parcel B.
  • Work with external legal on developing a resolution to the interpretation of PCO condition B.1.e.4.
  • Continued to develop groundwater remedial solution for site.
